Redact a Service or Emotional Support Animal Certification PDF
Housing letters, DOT airline forms, and website-mill “ESA certificates” are different documents — cover the diagnosis your clinician wrote, not the status a landlord or carrier is allowed to ask for.
Assistance-animal PDFs mix three regimes people flatten into one “pet letter.” The ADA, for public accommodations, defines a service animal as a dog (with a narrow miniature-horse provision) individually trained to do work or tasks. Staff may ask only two questions when the disability is not obvious: whether the dog is required because of a disability, and what work or task it has been trained to perform. They may not demand a card, a letter, or a diagnosis. The Fair Housing Act is different: housing providers have historically considered a broader set of assistance animals, including untrained support animals, as reasonable accommodations. HUD’s January 28, 2020 notice (FHEO-2020-01) told housing providers they could request documentation of disability and disability-related need when those were not obvious, and it warned against treating a plastic “ESA registration” from a website as reliable by itself. In 2026 HUD rescinded that older guidance and announced it would generally treat trained-task animals as the presumptive FHEO enforcement focus. Tenants still hold clinician letters written under the 2020 script. Those letters often recites a diagnosis they should not have to give a property manager. Airlines are a third regime: DOT’s 2021 ACAA rule dropped ESA accommodation on U.S. carriers; the current paperwork is the DOT service-animal form, not a therapist’s PTSD paragraph.

What is sensitive on this paperwork versus what each audience can ask
Clinician letters written for housing often go further than HUD’s 2020 “reliable documentation” idea. They include a condition name because templates are copied from treatment notes. A property manager confirming a disability-related need does not need “major depressive disorder, recurrent.” They need a licensed professional’s statement that a disability exists and that the animal helps. Cover the label. If HUD’s 2026 enforcement shift means a provider is now asking about trained tasks, answer that question in a new letter; do not unredact a 2020 diagnosis to win an argument about training.
Public ADA venues should not be receiving this PDF at all. A restaurant cannot demand it. If you still carry a letter for peace of mind, keep it in your bag unmarked and do not email it to a host. Emailing is how a diagnosis enters a venue’s mailbox.
Airline packets should be the DOT service-animal form and vaccination records the carrier lists. An ESA support letter that discusses anxiety is leftover from the pre-2021 rule. Do not attach it “just in case.” Cover it if it must sit in the same zip as the DOT form, or leave it home.
Website registries are not a substitute for a treating relationship. HUD’s 2020 notice said as much. If you have such a PDF, it still may contain a self-reported diagnosis. How to prepare a housing-office copy
- Read the actual request. If they asked for “documentation of disability and need for the animal,” that is not “your entire chart.”
- Open the letter in the tool above. Cover diagnosis words, therapy notes, other patients in a group letterhead, and a second animal that is a pet named in passing.
- Leave clinician name, license type, the fact of a professional relationship, and the statement that the animal provides disability-related support, unless your lawyer says even that is too much for this landlord.
- Export and search. Watch for the diagnosis hiding in a filename in a footer (“Smith_PTSD_ESA.pdf” printed by some clinics).
- Send the flattened PDF. Keep the unmarked original. If the 2026 HUD shift changes what this office will accept, write a new letter — do not keep adding medical detail to the old one.
Packets that mix the three regimes
A tenant portal that wants “ESA certificate” as a file type. Put a redacted clinician letter or a current accommodation request, not a diagnosis narrative and not a novelty registry card.
A travel folder that still contains a 2019 ESA letter next to a 2024 DOT form. Remove or cover the ESA letter. The gate is not a housing office.
A roommate sharing “our ESA paperwork” in a group chat that includes people not on the lease. Cover names and diagnoses. Roommates forward chats.
Mistakes that overshare medical language
Sending the treatment summary because the one-page letter felt “too short.” Short is the point.
Covering the diagnosis and leaving it in the clinician’s quoted DSM criteria on page two. Search the whole PDF.
Emailing an ADA venue a housing letter. Wrong statute, wrong audience, extra medical facts.
Assuming HUD’s 2026 rescission means you should now include more diagnosis text to “prove” the animal. More text is more leakage. Match the ask you have in writing.

The paperwork in your PDF may still be a 2020-style clinician letter. Cover diagnosis language either way. Do not send more than the current request requires.
Do airlines still take ESA letters?
Not as a separate category. The U.S. Department of Transportation’s 2021 Air Carrier Access Act rule ended the requirement that U.S. airlines accommodate emotional support animals as service animals. Air travel documentation is now about trained service dogs (DOT’s form). An ESA letter that names a diagnosis is the wrong exhibit for a gate agent and a dangerous extra for your medical privacy. Do not mix it into a travel packet.
What should stay visible on a housing letter?
Typically: that the writer is a licensed clinician who has a professional relationship with you, that you have a disability, and that the animal provides disability-related support. Specific DSM labels, medication lists, clinic street addresses beyond what letterhead already shows, and other patients’ names in a group-practice footer are extras. Cover extras. If letterhead itself is identifying in a way that harms you, cover the street and keep the license statement.
