Clemency and pardon petitions are long stories in PDF form. You or a volunteer assemble a petition form, the judgment, proof that a sentence was served or a fine paid, certificates, and a stack of supporting letters. Those letters mention employers, pastors, neighbors, victims, co-defendants, and children by name. Advocacy organizations that help with petitions have staff, interns, and cloud folders. A packet that is appropriate for a clemency office can be too much for a public campaign page or a volunteer who only needed to know the offense category and the ask.

Typical petition contents — and what advocates actually need

The petition form and your narrative state the offense, the sentence, the time served or completed, and the relief you want. A clemency project may need those facts plus proof of rehabilitation. They may not need a letter that includes a neighbor’s cell number and a child’s school.

Supporting letters are the usual leak. Writers are generous and specific. Specificity includes other people’s private lives. On copies that will sit in an organization’s drive, cover third-party phones, emails, home addresses, and names of minors. You can leave the writer’s name if they agreed to be listed as a supporter. Ask them before a public campaign uses the letter.

Old judgments and docket sheets belong in the official packet. For unofficial shares, extra case numbers and co-defendant lists are the same recirculation problem as in other post-conviction files. Why petitions get shared with advocacy organizations

Projects that help with gubernatorial or presidential clemency review many files. They need consistency and they do not need to store victim contacts or a writer’s unlisted number. Give them a working copy with third parties burned in unless they are your attorneys and asked for complete letters.

Public campaigns and change.org-style pages are wider still. Prefer a short public narrative without attachments. If you attach anything, treat it as publication: cover everyone who is not you, and do not attach letters you do not have permission to publish.

How to flatten an advocacy copy

1. Duplicate the official packet. Do not mask the only copy you will file.
2. Open the advocacy duplicate in the tool above. Walk the petition, exhibits, and every letter, including letterhead that lists a church office phone you should not broadcast.
3. Box third-party contacts, victim identifiers, minors’ names, and extra dockets. Leave the rehabilitation story and the ask.
4. Export. Search. Try select-all. If a covered phone appears, run it again.
5. Send the burned-in file to the organization. File unmarked complete documents only where the clemency office requires them.
